Matthew Bailes

Matthew Bailes became Chief Executive of Paradigm Housing Group in September 2015.  Paradigm is based in Buckinghamshire, owns over 16,000 homes in a wide range of tenures, and builds 500 new homes a year. Matthew is leading a major transformation programme at Paradigm to ensure that it makes the very best use of its asset base, maximises its contribution to new supply, reduces its carbon footprint and improves the services it delivers to its customers.   

 Before joining Paradigm he was Executive Director of Regulation at the Homes and Communities Agency (the role that is now CEO, Regulator of Social Housing), where he led the development of a new Regulatory Framework, including the introduction of comprehensive stress-testing.  He also delivered major improvements in the Regulator’s capacity and operational strategy and introduced the In-Depth Assessments of providers that remain the bedrock of the regulator’s approach today.  

 Prior to this, Matthew was a Senior Civil Servant in what is now the Ministry of Housing, Communities and Local Government.  He was responsible for policy on affordable housing between 2008-11, during a period of major change owing to the financial crash and in 2010 a new coalition Government.  In his previous role he led negotiations on the department’s spending review settlement in 2007, as well as overseeing investment decisions.    He has also worked on policy in respect of the Fire and Rescue Service (including the national strike in 2002-3), regional government and regeneration, having started his Civil Service career as a fast stream trainee in the Ministry of Defence. 

 Matthew is a regular contributor to the Housing trade press, including Inside Housing and Social Housing magazines, and has spoken at a wide range of conferences, including as a keynote international speaker at a conference in Australia.
